I build and modernize enterprise software at scale — leading teams, shipping production systems, and pushing the boundaries of what low-code and AI-assisted development can do in a large public institution.

At Fairfax County Public Schools, I own the OutSystems platform strategy end-to-end: from architecture decisions and developer mentorship to executive alignment and governance. I manage a portfolio of 80+ legacy application modernizations, oversee roughly 10 developers across internal and contracted teams, and have shipped multiple production applications with embedded AI decision logic — integrating models from OpenAI, Anthropic, and Google Gemini into real enterprise workflows.

My background spans the full stack: enterprise application development, cloud infrastructure (AWS, Azure), cybersecurity and compliance testing, data modeling, and system integration. Before stepping into platform leadership, I spent years conducting deep technical assessments of educational software — evaluating security, privacy, accessibility, and architectural soundness — and worked as a Solution Architect intern at CACI International, where I built on Azure Government Cloud and delivered AIOps and chatbot solutions for federal IT environments.

I'm particularly interested in the intersection of AI and enterprise delivery — using tools like Claude Code, GitHub Copilot, and agentic workflows not as novelties, but as genuine accelerants for shipping better software faster.

Outside of FCPS, I serve as Director of Technology for a nonprofit religious organization and as Chief Technologist for an international alumni association, where I architect and manage AWS environments, build and maintain websites, and lead digital infrastructure strategy entirely on a volunteer basis.

Software Developer & OutSystems Platform Lead

Jan 2026 – Present
  • Lead enterprise application modernization and AI-enabled system development across FCPS, owning the OutSystems platform strategy, execution, and long-term sustainability.
  • Serve as primary delivery lead between executive leadership (CIO, Executive Director) and engineering teams, translating strategic priorities into production-ready software systems.
  • Manage and mentor ~10 developers across multiple teams, providing technical direction, workload prioritization, and performance oversight.
  • Oversee an enterprise application portfolio with ~$3.5M in combined project and personnel operating costs, ensuring fiscal responsibility and measurable delivery outcomes.
  • Direct development of production AI-enabled applications integrating LLMs from OpenAI, Anthropic, and Google Gemini to support intelligent workflows, automation, and decision support.
  • Implement AI-assisted development practices including agentic workflows and AI-supported requirements analysis to accelerate delivery and improve code quality.
  • Manage two external consulting firms, governing onboarding, work allocation, quality control, and alignment with FCPS architecture, security, accessibility, and governance standards.
  • Route applications through Technical Review Board (TRB) and Change Advisory Board (CAB) processes to ensure enterprise visibility, risk identification, and controlled production releases.
  • Established a university pipeline program with local institutions providing hands-on enterprise software experience to students and recent graduates, supporting long-term talent development.

Jr. Technology Analyst & OutSystems Platform Lead

May 2025 – Jan 2026
  • Assumed full platform ownership for OutSystems, taking on project management and solution architecture responsibilities previously distributed across multiple architects and project managers.
  • Led the modernization of 80+ legacy ColdFusion applications into scalable solutions on OutSystems Developer Cloud, managing the full SDLC from requirements intake through deployment and maintenance.
  • Delivered multiple production applications within weeks of assuming platform leadership, establishing a rapid-delivery model focused on early functional releases followed by iterative feature enhancements.
  • Developed and maintained application databases, system interfaces, and data integrations supporting enterprise workflows and reporting.
  • Piloted and adopted agentic AI capabilities including OutSystems Mentor AI (vibe-coding); served as one of the earliest OutSystems adopters to leverage the tool in active delivery.
  • Worked directly with OutSystems corporate teams to ensure FCPS developers had access to the latest platform tools and capabilities.
  • Established a cross-functional governance committee to align software development with enterprise best practices, architectural standards, and risk management expectations.

  • Collaborated with the Office of Cybersecurity, IT Operations, Cloud and Infrastructure, and Software Development teams to develop, integrate, and secure technology solutions across the district.
  • Led in-depth technical assessments of hundreds of applications and web-based tools, evaluating security, privacy, system compatibility, and instructional value.
  • Conducted structured security testing via HTTP/S traffic analysis (Wireshark, Proxyman, Burp Suite), accessibility testing (Section 508 using SortSite), and usability evaluations.
  • Designed and implemented a custom Agile framework blending Scrum and Kanban with custom metrics, achieving a documented 50% improvement in team throughput without sacrificing report quality.
  • Built a serverless, no-cost internal document repository using Google Apps Script, Google Sheets, and Google Drive — enabling dynamic search and access to technical reports for all staff.

  • Collaborated with the Enterprise IT Solutions Factory and CTO organization across Azure Commercial Cloud, Azure Government Cloud, Splunk SOAR, Splunk Enterprise, ServiceNow, and Microsoft Power Platform.
  • Developed AI-powered chatbots using Microsoft Bot Framework Composer — including external API integration and LUIS (Language Understanding) for natural language parsing — and Microsoft Power Virtual Agents with microservices architecture.
